New Policy Implications
With emerging technologies, corporations need to consider the impact of such driving forces within society and produce policies that are reflective of current concerns.
There are many
discussions surrounding new policies as technology rapidly grows; why they are
necessary and what those entail. Wolff (2021) states that, in the U.S. “there
is a much greater reliance on litigation and liability regimes to address
safety and security failings after-the-fact”. This demonstrates the need for
more proactive approaches and policies that capture current concerns and
situations. Betty Tushabe asserts that, “decisions [are] meant to provide us
with a safe environment” and addresses the reality that “governments don’t
always match the pace at which we’re trying to face these issues” (TEDxTalk,
2018).
Wolff (2021) further
discusses concerns regarding creating and implementation of new polices,
stating, “setting clear standards and rules for an ever-evolving technological
landscape can be extremely challenging, because enforcement for those rules can
be a significant undertaking requiring considerable expertise, and because the
tech sector is a major source of jobs and revenue for many countries that may
fear losing those benefits if they constrain companies too much”.
Additionally, Kavanagh
(2019) highlights some of policymaking and the guidelines that influence industries,
stating that, “complex, dynamic frameworks already govern some fields of
technology. For instance, cyberspace is governed by an amalgamation of existing
international law; as well as an ever-growing, complicated array of political
agreements; technical standards and protocols; trade, business, and human
rights standards; research principles; national regulations; and
self-regulation in the private sector”. Furthermore, “these legal and normative
touchstones are underpinned by existing norms, values, and principles. They span
different policy areas and issues, enlist a dizzying host of actors, and straddle
numerous international regimes” demonstrating just how complex these undertakings
are.
Lastly, Juan Enriquez
illustrates the need for policies to be developed, expanded on, and revised
over time to provide solutions to current issues. To make his point, he asserts
that throughout history, we can see how actions have been justified by text and
various codes, and how apparent the changes have been thus far, pointing out
that what is now considered unethical was accepted not too long ago. Moreover, showing
the importance of our decisions and the influences they will have in the future,
Enriquez states that, “technology changes the boundaries of what is allowable”,
suggesting that there are clear alternatives by technology from our past
and current choices, setting new standards that fit our needs and values, and
that “tech is going to displace the ethics and move the goalpost” (TEDxBerlin,
2018).
Regardless of challenges
that come with implementing new policies altering the landscape of
communication in our technology driven world, it does seem inevitable that they
will happen, often before we understand it, demonstrating the importance of
being part of initiating change beneficial to many; we can certainly help shape
the direction of our future.
